Washington, D.C., January 15, 2026 — Bread for the World issued the following statement regarding the House passage of the Fiscal Year 2026 National Security, Department of State, and Related Programs Appropriations bill (SFOPS) Appropriations Bill. The statement can be attributed to Rev. Eugene Cho, president and CEO of Bread for the World.

“Bread for the World applauds the bipartisan effort within the House of Representatives to provide robust and responsible funding for humanitarian aid by passing the 2026 SFOPS appropriations bill. This funding will fuel vital nutrition programs that provide emergency assistance to millions of children and families around the world suffering from severe acute malnutrition.

The $50 billion in funding will support hunger, health, and nutrition programs that will continue to help to achieve a hunger-free world. We especially celebrate the allocation of $5.5 billion for humanitarian assistance programs, $5.4 billion for HIV/AIDS programming through PEPFAR, and $720 million for food security and agricultural development programs, including $72 million for Feed the Future Innovation Labs, which develop new solutions to pressing food security challenges and support land grant universities.

“Over the last year, Bread advocates have raised their voices to members of Congress to express concern about proposed deep cuts to humanitarian aid, global health, and global nutrition programs. We are grateful to members of Congress on both sides of the aisle for listening to their constituents and for understanding the importance of these programs and the historic role of the United States as a global leader in delivering humanitarian and development assistance.

“Less than 1 percent of the U.S. federal budget is appropriated toward international aid, but its impact is profound in terms of saving lives and improving U.S. national security, making the world a better place and America stronger, safer, and more prosperous.

“In a world where malnutrition impacts hundreds of millions of people, we are called by God to love our neighbors and respect the dignity of every man, woman, and child. We are grateful to every member of Congress who worked on and voted to bring this much-needed assistance to people experiencing poverty, disease, and malnutrition.
